CHINA is currently the world largest emitter of energy-related carbon dioxide (CO2). Understanding the driving forces governing CO2 emission levels and their evolutions in China can provide useful information for policy makers who aim to reduce green house gas emissions. Because of policy and historical reasons, considerable regional growth and income disparities exist in China. The regional disparities may influence energy use and CO2 emissions. Therefore, this study is to investigate the driving forces governing CO2 emission levels and their evolutions at regional level in China.

We examined four evolution paths of the biofuel sector using a partial equilibrium world agricultural sector model in CARD that includes the new RFS in the 2007 EISA, a two-way relationship between fossil energy and biofuel markets, and a new trend toward corn oil extraction in ethanol plants. At one extreme, one scenario eliminates all support to the biofuel sector when the energy price is low, while the other extreme assumes no distribution bottleneck in ethanol demand growth when the energy price is high. Finisher hog production in North America has seen a shift toward larger production units and contract-organized production since circa 1990. Given the efficiency gains and conversion costs associated with contract production, growers may have to choose between long term commitment through investments and atrophy with intent to exit in the intermediate term. Chinese rural household has been always facing credit constraints. Few institutions lend loans to farmers because of financial risks. Farmers have to use usury or other informal sources to meet the financial needs for production. This credit constraint has been forcing farmers to deviate from optimal resource allocation and production arrangement. Consequently, it affects farmers’ income growth. The FAPRI 2006 U.S. and World Agricultural Outlook presents projections of world agricultural production, consumption, and trade under average weather patterns, existing farm policy, and policy commitments under current trade agreements and custom unions. Despite continued high energy prices, world economic growth is expected to remain strong in the coming decade, above 3% per annum. Other major drivers of the 2006 baseline include new bio-energy policies in several large countries, EU sugar policy reform, sanitary and phytosanitary (SPS) shocks in livestock and poultry markets, and movements in the exchange rate.

The recently signed Korea-U.S. Free Trade Agreement (KORUS FTA) grants the U.S. livestock industry with preferential access to South Korea's import market. This study evaluates the likely impacts of the KORUS FTA on the U.S. livestock sector. Using the Food and Agricultural Policy Research Institute's modeling system, we find that livestock prices increase by 0.5% to 3.8% under the agreement. And together with an expansion by 381 to 883 million pounds in meat exports, the value of U.S. exports increase by close to U.S.$2 billion, or a 15.2% increase.
